(GAZ-69 from Belarus)
Hello and welcome to the forum!!
I can't read Russian but I'm guessing the rear axle position is the problem.
Some of the lads here know all about these things, speak Russian and should be along shortly.
Might be the chassis isn't original? From a 469? the difference looks similar.
Could be the rear leaf springs are not symmetrical and the pin is not in the middle as with many Japanese designs. If they were turned the wrong way it could cause this.
Is the rear cardan shaft modified or changed?

Сейчас легче найти запчасти на УАЗ, чем на ГАЗ-69 снятого с производства в 1972 году..jamie_grieve wrote: Is the rear cardan shaft modified or changed?
Google translate:
Based upon a UAZ-469 chassis (engine, gearbox, razdatka and so on). Instead, a body set UAZ-469 GAZ-69. Body exposed to the front wheels. This is not the original chassis of a GAZ-69. The result was a UAZ-469 with the body of the GAZ-69. Time is now easier to find spare parts for UAZ than GAZ-69 laid off in 1972 ..
