Poor battery cable connection or a knackered starter motor, just try using a jump lead to see if you have a poor connection first. Is the starter motor casing also getting very hot?

Starter motor is ok and so is the alternator but when connecting jump leads nothing happens

Shorting the solenoid won't help much if there's a dodgy lead or the motor's knakered, however it will eliminate a dodgy solenoid.

What I meant was use a jump lead to connect between the battery positive and the main post on the starter solenoid, this will tell you if you have a problem with the main lead, BTW also check for bad earths.

i put all those new bits because now we have cold weather and after a cold night it was taking long for the uaz to start.........i think it might be the connection between the battery because my other uaz same engine starts with that battery no problem and almost instantly and also for the jump leads why is it that i put a flat battery in the uaz1 connected jump leads to the other uaz2 that had a fully charged battery and was running but still on the uaz1 it showed that the battery was flat and when i try to start nothing happened. it cant be the jump leads because they are new so it has to be the connections between battery and car

Bad chassis earth? Use a spare jump lead from the engine to the chassis.....if there is then life, you need to fit a new earth lead from engine to chassis.
