Anyone seen this before?
I've not see one with 2 winch hooks and wheel thingys (technical term) on the bumper.
Any idea what it's for?

Looks like part of a crane jib to seen them fitted ural s before.

Yes, I think I saw a diagram of one a long time ago - kind of an A-Frame set up.

Two winch cables would suggest two winch spools wouldn't it?

It's for hauling equipment onto the rear of the truck, the pulleys at the side allow the ropes to be paid out to the rear which can then be either attached to a beam or directly to the piece of equipment, it can also be used for self recovery.
